Public tender for Charging-as-a-Service

The challenge

Strætó needed to procure charging infrastructure and operation for a growing electric bus fleet under EEA public procurement rules. The market was still forming and suppliers offered very different technical solutions and commercial models. The risk was bids that could not be compared, or locking into a solution that would serve poorly over time.

What we did

• Ran a market survey (RFI) to map suppliers' technical solutions and commercial models
• Translated the fleet's operational needs into technical requirements and service levels
• Wrote the EEA tender documents for Charging-as-a-Service, with evaluation and pricing models
• Supported bid evaluation and contract negotiation

Outcome

• A clear picture of the market before the tender was written
• A tender that produced comparable bids and lower risk
• A Charging-as-a-Service contract that supports the fleet's electrification
